Hava Harp Okulu Giri\u015f S\u0131nav\u0131na ba\u015fvurmakla birlikte, babam\u0131n kar\u015f\u0131 \u00e7\u0131kmas\u0131 y\u00fcz\u00fcnden pilot olma hayalim sona erdi ve ben, biraz da yak\u0131n arkada\u015flar\u0131m\u0131n etkisiyle, End\u00fcstri M\u00fchendisi olmaya karar verdim. Belki de pilotluk hayalim bu tercihte etken oldu. \u00c7ok sevdi\u011fim sivil havac\u0131l\u0131k alan\u0131nda be\u015f bu\u00e7uk y\u0131l\u0131 yurtd\u0131\u015f\u0131nda olmak \u00fczere tam yirmi alt\u0131 y\u0131l aral\u0131ks\u0131z \u00e7al\u0131\u015ft\u0131m.<\/p>\n<p>SHGM&#8217;de, Hava Et\u00fct Plan Koordinasyon (HEP) Dairesi Ba\u015fkanl\u0131\u011f\u0131nda m\u00fchendis olarak g\u00f6revlendirildim. \u0130\u015fin garibi, &nbsp;bu dairede benden ba\u015fka kimse yoktu. Daire Ba\u015fkanl\u0131\u011f\u0131n\u0131 da yapt\u0131\u011f\u0131m bu daire sonralar\u0131 SHGM&#8217;nin en fonksiyonel ve kalabal\u0131k birimlerinden biri haline geldi. Nas\u0131l m\u0131? Di\u011fer bir ifadeyle, havaalanlar\u0131 \u00e7evresindeki yap\u0131la\u015fmalar belirli y\u00fckseklikleri a\u015fam\u0131yordu. Bu \u015fekilde, y\u0131llar sonra be\u015f bu\u00e7uk y\u0131l s\u00fcreyle g\u00f6rev yapaca\u011f\u0131m, Uluslararas\u0131 Sivil Havac\u0131l\u0131k \u00d6rg\u00fct\u00fc (ICAO) ve Uluslararas\u0131 Sivil Havac\u0131l\u0131k kurallar\u0131n\u0131n yer ald\u0131\u011f\u0131 \u015eikago S\u00f6zle\u015fmesi Ekleri (toplam 18) ile yak\u0131n mesaim ba\u015flam\u0131\u015f oldu. 1983 y\u0131l\u0131nda k\u0131rk g\u00fcn s\u00fcreli ICAO Familirization (Tan\u0131t\u0131m) Kursu&#8217;na g\u00f6nderildim (\u0130leriki y\u0131llarda kurumlar\u0131nda \u00fcst d\u00fczey g\u00f6rev almas\u0131 olas\u0131 personele y\u00f6nelik olarak d\u00fczenlenen, ICAO ve faaliyetlerinin tan\u0131t\u0131m\u0131 ama\u00e7l\u0131 bu kurs i\u00e7in \u00fcye \u00fclkelere ortalama on y\u0131lda bir s\u0131ra geliyordu, her \u00f6nerilen de kabul edilmiyordu. K\u0131smet banaym\u0131\u015f).<\/p>\n<p>&#8220;Havaalan\u0131 Mania Planlar\u0131&#8221; konusuna olan ilgim, birka\u00e7 y\u0131l sonra baz\u0131 havaalanlar\u0131m\u0131z \u00e7evresindeki yo\u011funla\u015fmaya ba\u015flayan yap\u0131la\u015fmalar\u0131n \u00f6nlenmesi i\u00e7in acilen &#8220;Mania Planlar\u0131&#8221;n\u0131n haz\u0131rlanmas\u0131 ve y\u00fcr\u00fcrl\u00fc\u011fe konulmas\u0131 g\u00fcndeme geldi\u011finde, bu \u00e7al\u0131\u015fmalara liderlik etmeme de etken oldu. DHM\u0130 ve DLH\u0130 Genel M\u00fcd\u00fcrl\u00fcklerinin de katk\u0131lar\u0131yla bir \u00e7ok havaalan\u0131n\u0131 kapanmaktan\/veya k\u0131s\u0131tl\u0131 kullan\u0131lmaktan kurtard\u0131k diyebilirim. \u00d6rne\u011fin, bir ilimizdeki havaalan\u0131 sadece bir bina y\u00fcz\u00fcnden az daha kullan\u0131lamaz hale geliyordu. Fazla katlar y\u0131kt\u0131r\u0131larak sorun \u00e7\u00f6z\u00fcld\u00fc. Burada uygulamalardan sorumlu belediyelerin katk\u0131lar\u0131n\u0131n da alt\u0131n\u0131 \u00e7izmem gerekiyor. Ben d\u00fc\u015f\u00fcn\u00fcrken teklif makamdan geldi. T\u00fcrk Hava Kurumunda yakla\u015f\u0131k d\u00f6rt ay s\u00fcren bir e\u011fitim sonras\u0131nda elli u\u00e7u\u015f saatini tamamlayarak hususi pilot lisans\u0131 ald\u0131m. \u00c7ocukluk hayalim ba\u015fka bir \u015fekilde ger\u00e7ekle\u015fmi\u015f oldu. U\u00e7mak bamba\u015fka bir duygu. \u00c7e\u015fitli u\u00e7aklarda y\u00fcz elli saatten fazla u\u00e7tum, ancak birka\u00e7 y\u0131l sonra \u00e7ok sevdi\u011fim u\u00e7u\u015f e\u011fitmenimi bir kazada kaybedince, pilotluk hevesim sona erdi. \u0130zleyen y\u0131llarda u\u00e7u\u015f deneyimim, hava arac\u0131 kazalar\u0131n\u0131n incelenmesinde bana b\u00fcy\u00fck katk\u0131 sa\u011flad\u0131.<\/p>\n<p>HEP&#8217;teki \u00e7al\u0131\u015fmalar\u0131mda bir di\u011fer \u00f6nemli konu da havaalanlar\u0131 yer hizmetlerinin \u00f6zelle\u015ftirilmesi \u00e7al\u0131\u015fmalar\u0131 oldu. Yer hizmetleri, k\u0131saca hava ara\u00e7lar\u0131na verilen yolcu ve bagaj\/kargo y\u00fckleme\/bo\u015faltma hizmetleri; u\u00e7a\u011f\u0131n ini\u015fi sonras\u0131nda aprona giri\u015finden, kalk\u0131\u015f i\u00e7in piste giri\u015fine kadarki t\u00fcm hizmetleri kaps\u0131yor. U\u00e7u\u015f s\u0131ras\u0131ndaki y\u00f6nlendirme deste\u011fi de buna dahil. B\u00f6ylece \u00f6zel sekt\u00f6r\u00fcn kamu \u00fczerindeki a\u011f\u0131rl\u0131\u011f\u0131yla de tan\u0131\u015fm\u0131\u015f oldum. Bu y\u00f6netmelik belki de sivil havac\u0131l\u0131\u011f\u0131m\u0131z\u0131n en \u00e7ok de\u011fi\u015fen y\u00f6netmeli\u011fidir. Konu ile \u00e7ok oynand\u0131, halen de oynan\u0131yor (Yer hizmetleri konusunda o kadar \u00e7ok \u00e7al\u0131\u015fm\u0131\u015ft\u0131m ki, do\u011fal olarak ilk makalem bu konuda oldu. &#8220;Havaalan\u0131 Yer Hizmetlerinde End\u00fcstri M\u00fchendisli\u011finin Gereklili\u011fi&#8221; isimli makalem, Sanayi M\u00fchendisli\u011fi Dergisinin Ocak 1984 say\u0131s\u0131nda yay\u0131mland\u0131. Sonradan SHYO&#8217;nda bu konuda y\u0131llarca ders verdim).<\/p>\n<p>HEP&#8217;te iken, \u00fczerinde \u00e7al\u0131\u015ft\u0131\u011f\u0131m bir di\u011fer konu da NATO&#8217;nun sivil havac\u0131l\u0131kla ilgili \u00e7al\u0131\u015fmalar\u0131yd\u0131. Yakla\u015f\u0131k on y\u0131l s\u00fcren bu \u00e7al\u0131\u015fmalar s\u0131ras\u0131nda, defalarca NATO&#8217;nun Br\u00fcksel Karargah\u0131ndaki toplant\u0131lar\u0131na kat\u0131ld\u0131m. Yurtd\u0131\u015f\u0131 tecr\u00fcbemi bu toplant\u0131larda kazand\u0131\u011f\u0131m\u0131 s\u00f6yleyebilirim. Ayn\u0131 \u015fekilde, Avrupa Sivil Havac\u0131l\u0131k Konferans\u0131n\u0131n (ECAC) G\u00fcvenlik Grubu \u00e7al\u0131\u015fmalar\u0131 da uzun y\u0131llar benim sorumlulu\u011fumdayd\u0131, defalarca Paris&#8217;teki toplant\u0131lara kat\u0131ld\u0131m. O zamanlar yurt d\u0131\u015f\u0131ndaki toplant\u0131lara gitmek o kadar kolay de\u011fildi. \u00c7o\u011fu zaman b\u00fct\u00e7ede para olmuyordu\/kalm\u0131yordu, ya da neden hep ayn\u0131 ki\u015filer gidiyor diye engellemeler oluyordu. Aralar\u0131nda u\u00e7ak m\u00fchendisleri ve pilotlar\u0131n bulundu\u011fu bir ekibe ba\u015fkanl\u0131k etmek tabii ki kolay olmad\u0131. \u00dc\u00e7 y\u0131l s\u00fcren USD g\u00f6revi s\u0131ras\u0131nda \u00e7al\u0131\u015fmalar\u0131m, 1983 y\u0131l\u0131nda yay\u0131mlanan T\u00fcrk Sivil Havac\u0131l\u0131k Kanunu gere\u011fi haz\u0131rlanmas\u0131 gereken T\u00fcz\u00fck ve Y\u00f6netmelikler \u00fczerinde yo\u011funla\u015fm\u0131\u015ft\u0131 (Bildi\u011fim kadar\u0131yla, ilk tasla\u011f\u0131n\u0131 haz\u0131rlad\u0131\u011f\u0131m &#8220;Havaarac\u0131 Tescil T\u00fcz\u00fc\u011f\u00fc&#8221; \u00e7al\u0131\u015fmalar\u0131 hala tamamlanmad\u0131). Sivil Havac\u0131l\u0131k Mevzuat\u0131 ile yo\u011fun ili\u015fkim bu d\u00f6nemde ba\u015flad\u0131. Hem ulusal mevzuat\u0131 incelemem, hem de di\u011fer \u00fclkelerin uygulamalar\u0131n\u0131 ve uluslararas\u0131 mevzuat\u0131 \u00f6\u011frenmem gerekiyordu. T\u00fcrk Sivil Havac\u0131l\u0131k Kanununun getirdi\u011fi en \u00f6nemli yenilik, sivil hava ta\u015f\u0131mac\u0131l\u0131\u011f\u0131ndaki tekelci yakla\u015f\u0131m\u0131n kald\u0131r\u0131larak, \u00f6zel sekt\u00f6re faaliyet izni verilmesiydi. \u00dc\u00e7 d\u00f6rt y\u0131l i\u00e7inde, &nbsp;bir s\u00fcr\u00fc yeni \u015firket faaliyete ge\u00e7mi\u015fti. Bu \u015firketlerin \u00f6n incelemeleri, yeterlilik i\u015flemleri, ruhsatland\u0131r\u0131lmalar\u0131, faaliyetlerinin ve u\u00e7aklar\u0131n\u0131n denetlenmesi vb. konular\u0131ndan &nbsp;USD sorumluydu. \u00c7ok u\u011fra\u015ft\u0131k, \u00e7ok yorulduk. Yeni \u015firketlerden bir k\u0131sm\u0131 maalesef batt\u0131. Y\u00f6netmeliklerde yeterli mali d\u00fczenlemeler olmad\u0131\u011f\u0131ndan \u00e7ok say\u0131da yolcu ve \u015firket \u00e7al\u0131\u015fan\u0131 ma\u011fdur oldu. Zor g\u00fcnlerdi. Y\u00f6netmeliklerdeki eksikler sonradan giderildi. Ancak bu k\u0131sa ge\u00e7i\u015f d\u00f6nemi dahi bizlere f\u0131rsat\u00e7\u0131lar\u0131n mevzuat bo\u015fluklar\u0131ndan nas\u0131l yararland\u0131klar\u0131n\u0131, baz\u0131lar\u0131 i\u00e7in tek amac\u0131n sadece ki\u015fisel kazan\u00e7 oldu\u011funu ve onlar i\u00e7in zarar g\u00f6ren\/ma\u011fdurlar\u0131n hi\u00e7bir \u00f6nem ifade etmedi\u011fini g\u00f6stermeye yetmi\u015fti.<\/p>\n<p>Bu d\u00f6nemde ABD Sivil Havac\u0131l\u0131k Te\u015fkilat\u0131 (FAA) taraf\u0131ndan verilen sabit kanat (u\u00e7ak) ve d\u00f6ner kanat (helikopter) kaza k\u0131r\u0131m kurslar\u0131na da kat\u0131ld\u0131m (1988-1989). Okuldan End\u00fcstri M\u00fchendisi olarak mezun olan ben, \u00f6nce pilot, sonra da kaza k\u0131r\u0131m uzman\u0131 olmu\u015ftum. Bir \u00e7ok u\u00e7ak\/helikopter kazas\u0131nda uzman ve\/veya heyet ba\u015fkan\u0131 olarak \u00e7al\u0131\u015ft\u0131m. G\u00f6rd\u00fcklerim nedeniyle g\u00fcnlerce uyuyamad\u0131\u011f\u0131m oldu.<\/p>\n<p>Bir y\u0131l sonra Genel M\u00fcd\u00fcr Yard\u0131mc\u0131s\u0131 oldum. Bilgi ve becerinizle gelebilece\u011finiz son durak. Bundan sonras\u0131nda i\u015fe genelde siyaset kar\u0131\u015f\u0131yor. Genel M\u00fcd\u00fcr Yard\u0131mc\u0131l\u0131\u011f\u0131mda bir d\u00f6nem Hava Ula\u015f\u0131m Dairesi Ba\u015fkanl\u0131\u011f\u0131&#8217;n\u0131n i\u015flerinden de sorumlu olarak, di\u011fer \u00fclkelerle yap\u0131lan \u0130kili Hava Ula\u015ft\u0131rma Antla\u015fmalar\u0131 g\u00f6r\u00fc\u015fmelerine &#8211; \u00e7o\u011fu zaman Ba\u015fkan olarak \u2013 kat\u0131ld\u0131m. Bu \u015fekilde, T\u00fcrkiye\u2019nin do\u011fusundaki bir \u00e7ok \u00fclkeyi de g\u00f6rme \u015fans\u0131m oldu. \u0130kili Antla\u015fmalarda en \u00f6nemli konu, ticari menfaatlerin payla\u015f\u0131m\u0131, yani hangi taraf\u0131n havayolu \u015firketi hangi hatlarda, ne s\u0131kl\u0131kta u\u00e7acak. B\u00f6yle bir tecr\u00fcbeyi ba\u015fka hi\u00e7 bir \u015fekilde kazanamazd\u0131m.<\/p>\n<p>Yazmay\u0131 \u00e7ok seviyordum, sivil havac\u0131l\u0131k konular\u0131nda yap\u0131lan sempozyum vb. faaliyetlere kat\u0131lmaktan da b\u00fcy\u00fck zevk al\u0131yordum. Bunlardan birisinde, Anadolu \u00dcniversitesi yetkilileriyle tan\u0131\u015ft\u0131m, kurulu\u015f a\u015famas\u0131ndaki Sivil Havac\u0131l\u0131k Y\u00fcksek Okulu ile 1988 y\u0131l\u0131nda (bu \u015fekilde tesad\u00fcfen) ba\u015flayan ili\u015fkim, Kanada&#8217;ya gitti\u011fim 1996 y\u0131l\u0131na kadar s\u00fcrd\u00fc ve benim i\u00e7in \u00e7ok \u00f6nemli bir\u00e7ok geli\u015fmeyi de beraberinde getirdi. \u00d6\u011fretim G\u00f6revlisi olarak, pilot, teknisyen ve yer hizmetleri personeli adaylar\u0131na sekiz y\u0131la yak\u0131n &#8220;Sivil Havac\u0131l\u0131k Mevzuat\u0131 [Uluslararas\u0131 Sivil Havac\u0131l\u0131k (\u015eikago) S\u00f6zle\u015fmesi, T\u00fcrk Sivil Havac\u0131l\u0131k Kanunu, Y\u00f6netmelikler vb]&#8221; ve &#8220;Havaalan\u0131 Yer Hizmetleri [Milli uygulamalar ve Uluslararas\u0131 Hava Ta\u015f\u0131y\u0131c\u0131lar Birli\u011fi (IATA) Kurallar\u0131]&#8221; derslerini verdim (Doktoram\u0131 tamamlad\u0131m, 1996&#8217;da Sivil Havac\u0131l\u0131k Y\u00f6netimi Ana Bilim dal\u0131nda Do\u00e7ent oldum).<\/p>\n<p>SHGM&#8217;deki on d\u00f6rt y\u0131l\u0131ma \u015f\u00f6yle bir bakt\u0131\u011f\u0131mda, End\u00fcstri M\u00fchendisi olarak i\u015fe ba\u015flamakla birlikte, ger\u00e7ek anlamda m\u00fchendislik yapt\u0131\u011f\u0131m pek s\u00f6ylenemez. Ancak ald\u0131\u011f\u0131m e\u011fitim sayesinde, k\u0131sa bir al\u0131\u015fma ve s\u00fcrekli okumaya dayal\u0131 \u00f6\u011frenme a\u015famas\u0131ndan sonra, sivil havac\u0131l\u0131k konular\u0131nda uzmanla\u015fmaya ba\u015flad\u0131m. \u0130ster istemez, sivil havac\u0131l\u0131k mevzuat\u0131, havaalan\u0131 yer hizmetleri, mania planlar\u0131, havaalanlar\u0131 g\u00fcvenli\u011fi, havaarac\u0131 kaza\/k\u0131r\u0131m \u00f6nleme\/inceleme ve di\u011fer bir \u00e7ok konuda uzmanla\u015ft\u0131m. Asl\u0131nda &#8220;uzmanla\u015fma&#8221; yerine &#8220;bu konularda olduk\u00e7a fazla deneyim ve bilgi birikimim olmu\u015ftu&#8221; demek daha do\u011fru&#8230; Yurtd\u0131\u015f\u0131 toplant\u0131larda, bu kadar \u00e7ok ve birbirinden de\u011fi\u015fik konuda bilgi sahibi oldu\u011funuzu g\u00f6ren di\u011fer \u00fclke sivil havac\u0131l\u0131k yetkililerinin bu duruma \u00e7ok \u015fa\u015f\u0131rd\u0131klar\u0131n\u0131 belirtmeden ge\u00e7emeyece\u011fim. Zira geli\u015fmi\u015f \u00fclkelerde b\u00f6ylesine farkl\u0131 konularda \u00e7al\u0131\u015fma ve uzmanla\u015fmay\u0131 g\u00f6rmeniz m\u00fcmk\u00fcn de\u011fil. \u0130nsanlar uzun y\u0131llar ayn\u0131 konular \u00fczerinde \u00e7al\u0131\u015f\u0131yor ve bu konularda ger\u00e7ekten tam olarak uzmanla\u015f\u0131yor. Bizde ise, \u00f6zelikle kalifiye personel bulmadaki g\u00fc\u00e7l\u00fck nedeniyle, e\u011fitimi\/kabiliyeti uygun insanlara olabildi\u011fince fazla\/farkl\u0131 i\u015f verilmek zorunda kal\u0131n\u0131yor. Benim ya\u015fad\u0131\u011f\u0131m da buydu. \u015eimdi neden uzmanla\u015fma kelimesini kullanmak istemedi\u011fimi daha iyi anlam\u0131\u015fs\u0131n\u0131zd\u0131r.<\/p>\n<p>Sivil havac\u0131l\u0131k sekt\u00f6r\u00fcndeki i\u015f hayat\u0131m hep \u00f6\u011frenmekle ge\u00e7ti ve bu durum DHM\u0130&#8217;de de aynen devam etti. Asl\u0131nda, DHM\u0130&#8217;ye ge\u00e7i\u015fim de bir tesad\u00fcft\u00fc. Ayn\u0131 yerde uzun s\u00fcre \u00e7al\u0131\u015fman\u0131n getirdi\u011fi s\u0131k\u0131nt\u0131, beni yeni bir aray\u0131\u015f i\u00e7ine sokmu\u015f ve \u00e7ok takdir etti\u011fim M\u00fcste\u015far Yard\u0131mc\u0131m\u0131z\u0131n DHM\u0130&#8217;ye Genel M\u00fcd\u00fcr olarak atanmas\u0131 beni bu kurulu\u015fa y\u00f6nlendirmi\u015fti.<\/p>\n<p>Yakla\u015f\u0131k elli ki\u015filik SHGM&#8217;den sonra 6.500 ki\u015finin \u00e7al\u0131\u015ft\u0131\u011f\u0131 DHM\u0130&#8217;de ki i\u015f hacminin ve uygulamalar\u0131n ne kadar farkl\u0131 oldu\u011funu yazmama gerek yok. SHGM&#8217;de, klasik devlet y\u00f6netimi anlay\u0131\u015f\u0131 d\u0131\u015f\u0131nda, anlatabilece\u011fim farkl\u0131 bir d\u00fczen yoktu. DHM\u0130&#8217;nin olduk\u00e7a kar\u0131\u015f\u0131k &#8220;y\u00f6netim ve i\u015fletmecilik&#8221; yakla\u015f\u0131m ve uygulamalar\u0131n\u0131, k\u0131sa bir \u015fekilde a\u00e7\u0131klamak\/\u00f6zetlemek ise pek m\u00fcmk\u00fcn de\u011fil. Bir tarafta hemen hemen t\u00fcm yetkileri kendinde toplam\u0131\u015f bir Genel M\u00fcd\u00fcrl\u00fck te\u015fkilat\u0131, di\u011fer tarafta hakiki i\u015fletmecilik faaliyetlerini k\u0131s\u0131tlanm\u0131\u015f yetkilerle (bir \u00e7ok konuda s\u00fcrekli Genel M\u00fcd\u00fcrl\u00fck onay\u0131 gerektirir \u015fekilde) y\u00fcr\u00fcten &nbsp;havaalan\u0131 m\u00fcd\u00fcrl\u00fck\/ba\u015fm\u00fcd\u00fcrl\u00fckleri. Neyse ki \u00f6zelle\u015ftirmeler sayesinde, havaalanlar\u0131 kendi i\u015fletmecilik faaliyetlerinde ba\u011f\u0131ms\u0131z karar verme s\u00fcrecine kavu\u015fmaya ba\u015flad\u0131lar. Havaalan\u0131 i\u015fletmecili\u011finde \u00fclkemiz hem modern i\u015fletmecilik anlay\u0131\u015f\u0131na kavu\u015ftu, hem de yat\u0131r\u0131mlar h\u0131zland\u0131, modern sistem- tesis- hizmetler \u00e7o\u011fald\u0131 ve yayg\u0131nla\u015ft\u0131.<\/p>\n<p>DHM\u0130&#8217;deki \u00e7al\u0131\u015fmalar\u0131mda unutamayacaklar\u0131m\u0131, T\u00fcrkiye&#8217;nin hava trafik kontrol\u00f6r ihtiyac\u0131n\u0131n sa\u011flanmas\u0131 i\u00e7in Anadolu \u00dcniversitesi, SHYO ile birlikte yapt\u0131\u011f\u0131m\u0131z \u00e7al\u0131\u015fmalarla havaalanlar\u0131 i\u015fletme personeli i\u00e7in verilmekte olan &#8220;\u0130\u015fletme Kursunun&#8221; kapsam\u0131n\u0131 de\u011fi\u015ftirmeye y\u00f6nelik giri\u015fimlerim olarak belirtebilirim. DHM\u0130&#8217;de a\u00e7\u0131lan kurslar ve SHYO katk\u0131lar\u0131yla hava trafik kontrol\u00f6r\u00fc say\u0131s\u0131nda \u00f6nemli art\u0131\u015f sa\u011fland\u0131. \u0130\u015fletme Kursu konusunda ise, yapt\u0131\u011f\u0131m ara\u015ft\u0131rmalar ve (Anadolu \u00dcniversitesi destekli) anket \u00e7al\u0131\u015fmas\u0131 sonu\u00e7lar\u0131na g\u00f6re daha \u00f6nce kurs g\u00f6ren ve halen \u00e7o\u011funlu\u011fu havaalanlar\u0131n\u0131n &nbsp;i\u015fletme b\u00f6l\u00fcmlerinde \u00e7al\u0131\u015fmakta olan personelin kurs kapsam\u0131n\u0131n g\u00fcn\u00fcm\u00fcz ko\u015fullar\u0131na uygun de\u011fi\u015fmesi gerekti\u011fi g\u00f6r\u00fc\u015f\u00fcne ra\u011fmen, yap\u0131sal sorunlar ve kalifiye e\u011fitmen eksikli\u011fi nedeniyle maalesef &nbsp;bir geli\u015fme sa\u011flayamad\u0131k. \u00c7al\u0131\u015fma g\u00fczeldi ama sonu\u00e7suz kald\u0131.<\/p>\n<p>Di\u011fer yandan, kurumun yurtd\u0131\u015f\u0131 \u00e7al\u0131\u015fmalar\u0131nda olduk\u00e7a aktif bir d\u00f6nem ge\u00e7irdim. Unutamayaca\u011f\u0131m bir olay ise, ba\u015fkanl\u0131k edece\u011fim bir toplant\u0131 i\u00e7in Kurumun Y\u00f6netim Kurulu taraf\u0131ndan, yurtd\u0131\u015f\u0131 toplant\u0131lara hep ayn\u0131 ki\u015filer gidiyor biraz da ba\u015fkalar\u0131 gitsin gerek\u00e7esiyle onay verilmemesiydi. Ka\u011f\u0131da d\u00f6k\u00fclemeyen bu garip karar, neyse ki bakanl\u0131k ikaz\u0131yla d\u00fczeltildi de toplant\u0131ya ba\u015fkanl\u0131k edebildim.<\/p>\n<p>1996 y\u0131l\u0131nda, D\u0131\u015fi\u015fleri Bakanl\u0131\u011f\u0131, ICAO nezdindeki Daimi Temsilcili\u011finde g\u00f6revlendirmek \u00fczere sivil havac\u0131l\u0131k konular\u0131nda ulusal ve uluslararas\u0131 deneyimli personel aray\u0131\u015f\u0131na girmi\u015fti. Ula\u015ft\u0131rma Bakanl\u0131\u011f\u0131 konuyu DHM\u0130&#8217;ye iletince, ba\u015flang\u0131\u00e7ta hi\u00e7 d\u00fc\u015f\u00fcnmemekle birlikte, belki de o d\u00f6nemin i\u015f yo\u011funlu\u011fu ve stresinden, bir kez daha de\u011fi\u015fiklikte fayda var yakla\u015f\u0131m\u0131yla g\u00f6reve talip oldum ve b\u00f6ylece be\u015f bu\u00e7uk y\u0131l s\u00fcrecek i\u015f hayat\u0131m\u0131n en ilgin\u00e7 d\u00f6nemi olan Uzman-M\u00fc\u015favirlik g\u00f6revim ba\u015flad\u0131.<\/p>\n<p>Kanada g\u00fcnleri, k\u0131rm\u0131z\u0131 pasaport, diplomatik stat\u00fc. ICAO Konseyinde o d\u00f6nem otuz \u00fc\u00e7 \u00fclke var. ICAO&#8217;nun kendi uluslararas\u0131 ve mahalli personeli d\u0131\u015f\u0131nda, g\u00f6zlemci \u00fclkelerle birlikte yakla\u015f\u0131k k\u0131rk \u00fclkenin diplomat ve sivil havac\u0131l\u0131k personeli g\u00f6rev yap\u0131yor. T\u00fcrkiye g\u00f6zlemci \u00fclke stat\u00fcs\u00fcnde. B\u00f6lgesel dengeler nedeniyle Konsey \u00fcyesi se\u00e7ilemiyoruz. ICAO&#8217;da as\u0131l i\u015fler teknik a\u011f\u0131rl\u0131kl\u0131 ancak \u00fclkeleraras\u0131 sorunlar nedeniyle siyasetin de a\u011f\u0131rl\u0131kta oldu\u011fu bir ortam hakim. Benim g\u00f6revim g\u00f6zlemci stat\u00fcs\u00fcyle Hava Seyr\u00fcsefer Komisyonu (ANC) toplant\u0131lar\u0131na kat\u0131lmak, bunun yan\u0131 s\u0131ra ICAO&#8217;da \u00fclkemizi ilgilendiren t\u00fcm konular\u0131n izlenmesiyle, gerekti\u011finde milli menfaatlerimize uygun m\u00fcdahale edilmesine katk\u0131 sa\u011flamak durumunday\u0131m. ANC toplant\u0131lar\u0131nda bizim gibi g\u00f6zlemci stat\u00fcs\u00fcnde olan Yunanistan temsilcisiyle yan yana oturuyoruz. Konseyde sivil havac\u0131l\u0131k k\u00f6kenli personelin yan\u0131 s\u0131ra az say\u0131da diplomat da g\u00f6rev yap\u0131yor. ANC ise tamamen sivil havac\u0131l\u0131k k\u00f6kenli personelden olu\u015fuyor. Bir\u00e7ok \u00fclke toplant\u0131larda birbirine rakip olmas\u0131na ra\u011fmen, toplant\u0131 d\u0131\u015f\u0131nda herkes birbiriyle yak\u0131n dost.<\/p>\n<p>Uluslararas\u0131 kurulu\u015flar\u0131n \u00e7al\u0131\u015fma \u015fekil ve d\u00fczeni olduk\u00e7a de\u011fi\u015fik. \u0130\u015fler \u00e7ok yava\u015f y\u00fcr\u00fcyor. En basit bir kural i\u00e7in dahi aylar\/y\u0131llar s\u00fcren \u00e7al\u0131\u015fma, toplant\u0131lar ve \u00fclkeleraras\u0131 koordinasyon gerekli. Kurallar i\u00e7in t\u00fcm \u00fcye \u00fclkelerin (bug\u00fcn 190) yaz\u0131l\u0131 g\u00f6r\u00fc\u015f\u00fc al\u0131n\u0131yor, sonras\u0131 toplant\u0131, toplant\u0131, toplant\u0131&#8230; En son karar\u0131 Konsey veriyor.<\/p>\n<p>Bu be\u015f bu\u00e7uk y\u0131l, hayat\u0131mda en \u00e7ok dok\u00fcman\/belge okudu\u011fum ve rapor yazd\u0131\u011f\u0131m d\u00f6nem oldu. ICAO&#8217;daki \u00e7al\u0131\u015fma ve geli\u015fmelerden \u00fclkemizdeki sivil havac\u0131l\u0131k personelinin en iyi \u015fekilde bilgilenmesi i\u00e7in elimden geleni yapt\u0131m. Bu arada ben de sivil havac\u0131l\u0131k konular\u0131nda \u00e7ok daha geni\u015f bilgi birikimine sahip oldum. Ankara&#8217;ya d\u00f6nd\u00fc\u011f\u00fcmde bu bilgileri kendi kurum ve kurulu\u015flar\u0131m\u0131za en iyi \u015fekilde aktarabilece\u011fim bir ortam bekliyordum. Ne yaz\u0131k ki beklentilerim tam olarak kar\u015f\u0131lanmad\u0131. T\u00fcrkiye d\u00f6n\u00fc\u015f\u00fcmde DHM\u0130&#8217;de m\u00fc\u015favir olarak g\u00f6revlendirildim. Deneyimlerim ve bilgi birikimim bilindi\u011fi i\u00e7in, bakan taraf\u0131ndan yeni Sivil Havac\u0131l\u0131k Kanununun haz\u0131rlanmas\u0131, i\u00e7 hat u\u00e7u\u015flar\u0131n desteklenerek \u00f6zel sekt\u00f6re de a\u00e7\u0131lmas\u0131 vb. konularda g\u00f6revlendirildim. DHM\u0130&#8217;de ise, ICAO kurallar\u0131 \u00e7er\u00e7evesinde hava liman ve alanlar\u0131n\u0131n sertifikasyon i\u015flemleri i\u00e7in gerekli \u00e7al\u0131\u015fmalara ba\u015fkanl\u0131k\/koordinat\u00f6rl\u00fck yapt\u0131m. G\u00fczel bir ekip \u00e7al\u0131\u015fmas\u0131yla onlarca y\u00f6nergeyi k\u0131sa bir s\u00fcrede haz\u0131rlad\u0131k. Sertifikasyon i\u015flemleri ba\u015far\u0131yla sonu\u00e7land\u0131. Bu d\u00f6nemde hi\u00e7 bir s\u0131k\u0131nt\u0131 ya\u015famama ra\u011fmen, yetki ve sorumluluklar\u0131 tan\u0131mlanmam\u0131\u015f bir m\u00fc\u015favirlik, benim al\u0131\u015famad\u0131\u011f\u0131m ve benimseyemedi\u011fim bir g\u00f6rev oldu. Beklentilerimin tam olarak kar\u015f\u0131lanaca\u011f\u0131 bir g\u00f6rev alamayaca\u011f\u0131m inanc\u0131yla da 2004 y\u0131l\u0131nda emekliye ayr\u0131ld\u0131m.<\/p>\n<p>\u00c7al\u0131\u015fma hayat\u0131m boyunca devlet bana inan\u0131lmaz imkanlar verdi; yurti\u00e7inde ve yurtd\u0131\u015f\u0131nda bir s\u00fcr\u00fc kursa\/e\u011fitime, neredeyse y\u00fczlerce uluslararas\u0131 toplant\u0131ya kat\u0131ld\u0131m, baz\u0131lar\u0131na ba\u015fkanl\u0131k ettim, sekt\u00f6r\u00fcn t\u00fcm alanlar\u0131nda \u00e7al\u0131\u015ft\u0131m, en verimli olaca\u011f\u0131m\u0131 zannetti\u011fim d\u00f6nemde ise (elli ya\u015f\u0131nda) emekli olmak zorunda kald\u0131m.
